Stamp Duty Rate by State & City

A quick summary for each state — useful if you already know which one you're buying in and just want the number.

Maharashtra (Mumbai, Pune, Nagpur)

6% stamp duty for male buyers, 5% for female buyers in urban areas, including the 1% metro cess already built into these rates. Registration is 1%, capped at ₹30,000.

Karnataka (Bengaluru)

5% stamp duty for male buyers, 4% for female buyers in Bengaluru, plus 1% registration. Rural Karnataka rates are lower, and some zones carry a 0.5% surcharge.

Delhi

6% for male buyers, 4% for female buyers, plus 1% registration. Calculated on Delhi's official circle rate; unauthorised colonies follow separate rules.

Tamil Nadu (Chennai)

A flat 7% stamp duty with no gender concession, plus a 4% registration fee — among the highest combined registration costs in India.

Telangana (Hyderabad)

4% stamp duty plus a 1.5% transfer duty and 0.5% registration — one of the more affordable total burdens despite the extra transfer duty component.

Gujarat (Ahmedabad)

4.9% stamp duty for all buyers, plus 1% local body tax in municipal areas — roughly 5.9% total in cities, plus 1% registration.

Rajasthan (Jaipur)

6% for male buyers, 5% for female buyers, plus a labour cess equal to 20% of the stamp duty value (about 1.2% effective), and 1% registration.

Uttar Pradesh (Noida, Lucknow)

A flat 7% with no gender concession — among the highest rates in a major state — plus 1% registration. Noida and Greater Noida use circle-rate valuation.

Haryana (Gurugram)

7% for male buyers, 5% for female buyers, with registration at 2% in urban areas and 1% in rural areas. Gurugram circle rates run at a premium.

Punjab (Ludhiana, Amritsar, Chandigarh region)

7% for male buyers, 5% for female buyers, plus 1% registration. Rural areas attract lower rates.

West Bengal (Kolkata)

A flat 6% with no gender concession, plus a 1% local body cess and 1% registration. Kolkata Municipal Corporation areas differ slightly.

Madhya Pradesh (Indore, Bhopal)

7.5% for male buyers, 5% for female buyers — one of the highest headline rates in India, offset by a significant gender concession.

Andhra Pradesh (Visakhapatnam)

A flat 5% plus a 1.5% transfer duty and 1% registration, with no gender concession — comparable to neighbouring Telangana.

Goa

3.5% flat plus 0.5% registration — one of the lowest stamp duty rates in India, a factor in its popularity for second homes and NRI investment.

Himachal Pradesh

5% for male buyers, 4% for female buyers, plus 2% registration. Non-residents face restrictions on buying agricultural or horticultural land; residential plots are permitted.

Uttarakhand (Dehradun)

5% for male buyers, 3.75% for female buyers, plus 2% registration. Popular for holiday and retirement homes, with Dehradun circle rates rising sharply.

Chhattisgarh (Raipur)

7% for male buyers, 6% for female buyers, plus a 4% registration fee — a high combined burden.

Jharkhand (Ranchi)

7% for male buyers, only 4% for female buyers — one of the largest gender concessions in India — plus 3% registration.

Odisha (Bhubaneswar, Puri)

5% for male buyers, 4% for female buyers, plus 2% registration. Bhubaneswar and coastal Puri are active, growing markets.

Kerala

A flat 8% with no gender concession — the highest stamp duty rate in India — plus 2% registration. The state has a significant NRI buyer base despite the cost.

Which state has the lowest stamp duty in India?
Goa has one of the lowest stamp duty rates at 3.5% with a 0.5% registration fee — making it particularly attractive for second home buyers and NRI investors. Telangana (4%) and Uttarakhand (3.75% for women) are also among the lower end.
Which state has the highest stamp duty in India?
Kerala has the highest stamp duty at 8% with no gender concession. Madhya Pradesh (7.5% for men), Uttar Pradesh (7%), and Punjab (7% for men) are also among the highest.
Is stamp duty the same for new and resale properties?
Yes — the stamp duty rate is the same for new and resale residential properties in most states. What differs is the base value: for new properties it's typically the agreement value, for resale it's the higher of the sale price or government guideline value (Ready Reckoner/Circle Rate).
Can stamp duty be paid in instalments?
No. Stamp duty must be paid in full before or at the time of document registration. It cannot be paid in instalments. However, it can be included in your overall financial planning — budget for it alongside your down payment as it must be paid in cash (not through the home loan).
Is stamp duty tax deductible in India?
Yes. Stamp duty and registration charges paid on a residential property purchase can be claimed as a deduction under Section 80C of the Income Tax Act, up to the overall ₹1.5 lakh limit (combined with other 80C investments). This deduction is available in the year of payment.
